  • PRIA Renewable Energy Subsidy for the Fishing Industry

    Open

SMEs involved in the processing of fishery and aquaculture products, as well as recognized producer organizations, may apply for grants to adopt renewable energy

  • Support is available for the design, purchase, and installation of renewable energy generation equipment and energy storage systems.


    Important: The maximum amount of support granted to an entrepreneur or producer organization may be less than €1,000,000, as the applicant’s equity and previous sales revenue are also taken into account when calculating the upper limit.

  • Investment Support for the Production of Agricultural Products by Agricultural Cooperatives 2026

    Open

Recognized producer organizations and associations of producer organizations, cooperatives, and companies under their controlling influence that meet the requirements may apply for support.

  • Under this measure, investments may be made in the production of renewable energy for self-consumption. The renewable energy production capacity resulting from the project may not exceed the beneficiary’s annual self-consumption.

    PRIA evaluates eligible applications based on the evaluation criteria. Whether a grant is awarded depends on the evaluation results and the budget for that round.

  • RTK Grant to Improve Energy Efficiency in Large Municipal Buildings

    Open

The grant is intended for local government units and public sector organizations under their control to carry out energy-efficient renovations of large existing buildings.

  • The installation of solar panels and energy storage systems is eligible for support as part of a comprehensive building energy efficiency project. This is not a standalone subsidy for solar panels.

    The building must meet the measure’s requirements regarding floor area, use, and energy efficiency, and energy consumption must be reduced as a result of the project.

  • Improving the Energy Efficiency of Central Government Buildings

    Open

The grant is intended to improve the energy efficiency of buildings used by the central government. Applicants may be legal entities under the controlling influence of the central government that own the buildings, or, in the case of state-owned buildings, the administrator of state property.

  • Under this measure, eligible costs include, among other things, the costs of renewable energy generation equipment and its installation, as well as the costs associated with energy storage.

    PV and energy storage must be part of a project aimed at improving a building’s energy efficiency. Applications that meet the requirements will be evaluated and ranked based on the evaluation criteria.

  • Support for Enhancing Local Government Crisis Preparedness 2026

    Open

The grant is intended for local government units to enhance operational continuity at evacuation sites, emergency response centers, and daycare centers during a crisis.

  • Support is provided for the purchase of a portable or stationary generator, the installation of an emergency power supply to connect the generator to the electrical system, and related construction, renovation, and design work. Support is also provided for the purchase of a portable battery station with a capacity of at least 4 kWh.


    Important: This is not a subsidy for solar panels, but a measure for backup power and emergency preparedness.

  • PRIA Investment Support for the Food Industry 2026



The subsidy is intended for eligible companies engaged in the production of food and beverages and, in certain cases, for processors of agricultural products.

  • If a grant is requested for a building or piece of equipment needed to generate electricity from solar energy, the project must also include the purchase of a storage device.

    The production and storage capacity established as a result of the project may not exceed the beneficiary’s annual self-consumption.

  • EMKVF Project Funding in Fishing Regions

    Region-based

Businesses operating in fishing regions and other eligible applicants may be able to receive project grants for the implementation of renewable energy.

  • LEADER Project Funding 2023–2027

    Region-based

Businesses operating in the local action group’s region and other applicants who meet the program’s eligibility criteria may be eligible to receive LEADER project funding for investments, including the installation of solar panels and energy storage solutions necessary for the operation of a building.

  • The minimum grant rate is 15 percent. A local action group may reduce the grant rate and the maximum grant amount.

    The PRIA’s 2026 LEADER e-PRIA guidelines list the purchase and installation of solar panels, as well as energy storage solutions necessary for the operation of a building, as examples of eligible construction activities. However, the eligibility of a specific project depends on the local action group’s strategy and the terms of the measure.

  • Support for the Modernization of the Ida-Viru Power Grid

    Infrastructure

The grant is intended for distribution network operators providing network services in Ida-Viru County. The goal of the measure is to develop the electricity grid and infrastructure in order to create new opportunities for the development of business and industrial areas.

  • Support is available for the construction of a distribution network in Ida-Viru County, the construction of infrastructure covered by the development plan, and the reconstruction of an existing connection point from the main grid to the boundary of the industrial area.

    Important: This is not a direct subsidy for solar panels or energy storage systems intended for businesses. Only distribution system operators that meet the requirements are eligible to apply.

  • LHV Sustainable Development Loan

    Funding

An LHV sustainable development loan can be used to finance, among other things, the construction of renewable energy generation and energy storage facilities, as well as improvements to a company’s energy efficiency.

  • Under LHV’s terms and conditions, the down payment may be replaced with additional collateral. The final terms of the loan depend on the company’s financial indicators, collateral, and the bank’s credit decision.

  • MES Funding for Agriculture and Rural Businesses (CAP 2023–2027)

    Funding

Target audience: farmers, processors of agricultural products, the food industry, cooperatives, and rural businesses. The funding instrument supports investments in the production and processing of agricultural products, the food industry, cooperative activities, and rural entrepreneurship.

    Base rate effective July 1, 20262.71% + individual margin

  • The individual margin depends on the company's credit rating and the collateral provided. The base rate is set as of the date the loan agreement is signed.

    Important: The CAP SK funding instrument is a separate program and is not the same as the EMKVF funding instrument. The CAP SK is primarily aimed at investments in agriculture, the food industry, cooperative activities, and entrepreneurship in rural areas.

    A loan from the CAP SK financing instrument cannot be used to pre-finance a grant. If the loan is used in conjunction with a grant, the MES conditions regarding financing and the cumulation of grants must be followed.

  • MES Funding for the Fisheries and Aquaculture Sector (EMKVF 2021–2027)

    Funding

Intended for: producers of aquaculture products and processors of fishery and aquaculture products. A separate sector-specific financing solution for cases where a sustainable investment cannot secure sufficient funding from the market.

  • The investment loan for aquaculture producers is intended for investments in fixed assets related to sustainable aquaculture. The investment loan for processors is intended for micro, small, and medium-sized enterprises, as well as producer organizations, in the field of processing fish and aquaculture products.

    Working capital related to the investment may constitute up to 30% of the total loan amount. The interest rate is determined in accordance with the European Commission’s methodology for reference and discount rates, taking into account the credit rating and collateral.

    Important: The EMKVF funding instrument is not the same as the CAP SK funding instrument. The EMKVF is specifically aimed at the fisheries and aquaculture sectors.

    A loan from the EMKVF financing instrument may not be used to pre-finance a grant, and a grant may not be used to repay the loan.

  • PRIA Investment Support for the Food Industry 2026

    Open
